3. Course content This course explains the impact of the welfare state on the distribution of incomes and distribution of welfare between households. We will pay attention to instruments of redistribution like social security and the tax system (secondary distribution of incomes), as well as to other branches of social policy, like the educational system and social housing (tertiary distribution of incomes). The redistribution policy will be evaluated from the angle of the protection of incomes and poverty prevention, but also from the angle of labour participation. The challenges for a reform/modernisation of social security and tax law will be discussed against the background of social developments like ageing, diminished family size and individualisation, unemployment and the emancipation of women.
