1. Prerequisites

At the start of this course the student should have acquired the following competences:
An active knowlegde of :

Specific prerequisites for this course:

Elements of business administration:

None - The course is for students with no prior knowledge on economics.

Health policy:

During the course, specific attention will be paid to the decision making regarding reimbursement of medicinal products (evaluation, motivation of the decision, ...). Knowledge of pharmcology is essential.

Knowledge of English is recommended.




2. Learning outcomes

Elements of business administration:

The student will be able to choose the format for his company (in this case the public pharmacy) and to understand the importance of accountancy.

Health policy:

The aim of the course is to provide a broad, open and therefore critical view of the position of medicinal products in public health and the way in with and the reasons why individuals, the community, organisations and the government make choices and set priorities.


3. Course contents

Elements of business administration:

a) Notions of double accountancy (advantages of good accountancy, techniques for double accountancy, interpretation of annual accounts, inclusion of renumeration for management in the accounts, ...).

b) Notions of corporate law: what is a corporation, types of corporations, responsibilites of the management board, important aspects when creating a corporation and during the lifetime of the corporation.

c) Comparision of income tax for individuals and corporations

Health policy:

The course consists of 3 lectures of 2,5 hours each. It provides an introduction on the extensive area of health policy with focus on government policies for medicinal products and reimbursement of medicinal products.

The concepts, techniques and evolution in Social Security and reimbursement of medicinal product are described in a historical, belgian and european context.

The principles and procedures for authorising and reimbursing medicinal products are discussed and compared with those in other countries.

The organisation of the reimbursement of medicinal products in Belgium is explained in detail.

The last part of the course introduces the principles and techniques of health economics, in particular pharmaco-economics, and provides an overview of the expenditure on public health within Social Security. Different techniques vor the control of budgets are evaluated.
