Future developments: Overarching issues

The European Commission, Eurostat and the Member States continue their work to further improve the quality and scope of EU-SILC, the main data source on income and living conditions.     

Firstly, in 2010 longitudinal data covering four years will become available for 25 Members States. This will allow the calculation of the ‘at-persistent-risk-of poverty’ indicator, which will be subject to in-depth analysis and validation.

Secondly, the income concept of EU-SILC and a number of new additions are under review. The impact of the inclusion of imputed rent in the income concept will be assessed. Further analytical work will focus on non-monetary income components, most notably the impact of “consumption of own produced goods” on income based indicators.

Thirdly, the items that are used for the measurement of material deprivation will be validated, based on a special ‘material deprivation’ module that was included in the 2009 wave of EU-SILC. This module includes 40 items, 20 of which refer specifically to children.

With regard to health, EU-SILC data will become available to assess care utilization. Discrepancies in the translation of questions on unmet need for care will be addressed.
